The Institute organizes and conducts scientific and scientific and technical expertise:
- scientific, scientific and technical proposals, programs and projects;

- innovative projects:
The subject of innovative activity, declaring an innovative project for state registration, must carry out its examination.
The examination of innovative projects is organized and conducted by the State Scientific Institution “Ukrainian Institute of Scientific and Technical Expertise and Information” in accordance with the “Methodology for the State Expertise of Innovative Projects”, Order of the Ministry of Education and Science of Ukraine No. 114 from February 21, 2008 and other regulations.
In order to submit an innovative project for examination, the applicant needs to draw up the documents, the list of which is given in the “Procedure for state registration of innovative projects and maintaining the State Register of Innovative Projects”.
The objects of expertise are: tasks (projects) of informatization in the form of proposals submitted by state authorities and local governments for inclusion in the National Informatization Program, as well as projects of state, sectoral, regional, innovation and investment programs and informatization projects; informatization projects, in particular draft contracts (agreements, agreements) on the performance of work (stages of work) on the creation, modernization and development of information systems (information and computer networks, software and hardware systems, informatization tools, banks and databases), national, industry and regional level; Informatization projects have been completed, for which there is a need to conduct an examination and obtain scientifically substantiated expert conclusions.
Other activities in the field of informatization: advising executors of informatization projects on the development of project documentation at all stages of the life cycle; advising customers and executors of informatization projects on the organization of pre-project work: examination, formation of functional requirements, development of a concept, development of outlines, development of technical specifications; expert support of competitive bidding; information technology audit of activities

According to Article 39 of the Law of Ukraine “On Public Procurement”, the justification for the application of the negotiated procurement procedure should contain, in addition to the conditions for applying such a procedure, also links to expert documents confirming their availability.
