The Ministry of Education and Science announces a competitive selection of national contact points for the European Union Framework Program for Research and Innovation “Horizon Europe” and the European Atomic Energy Community Research and Training Program (2021–2025).
The purpose of the competitive selection is to select national contact points in the areas of the European Union Framework Program for Research and Innovation “Horizon Europe”, which will help Ukrainian candidates at all stages of participation in the program – from preparing a project application and searching for partners to support with other issues. appear during the implementation of the project.
Submission of applications will continue until April 28, 2024 inclusive.
The competitive selection is carried out in accordance with the Procedure for the competitive selection of national contact points of the European Union Framework Program for Research and Innovation “Horizon Europe” and the Research and Training Program of the European Atomic Energy Community (2021–2025), complementary to the “Horizon Europe” program.
The procedure was approved by the decision of the Commission for the selection of national contact points of the European Union Framework Program for Research and Innovation “Horizon Europe” and the Research and Training Program of the European Atomic Energy Community (2021–2025), complementary to the “Horizon Europe” program of 22. Protocol No. 1.
The commission was created by order of the Ministry of Education and Science of Ukraine dated March 12, 2024 No. 311.

- European Research Council.
- Actions of Marie Skłodowska-Curie.
- Research infrastructures.
- Health.
- Culture, creativity and inclusive society.
- Civil safety for the community.
- Digitalization, industry and space.
- Climate, energy and mobility.
- Food, bioeconomy, natural resources, agriculture and the environment.
- European Innovation Council and European innovation ecosystems.
- Widening participation and strengthening the European Research Area.
- Euratom – splitting (separation).
- Euratom – thermonuclear fusion.
- Joint Research Center.
- European Institute of Innovation and Technology.
- EU missions.
To participate in the competitive selection, a candidate must:
- prepare a package of documents, the list of which is specified in clause 7 of the Procedure. Download the candidate’s application form for participation in the competitive selection and the form of a letter of representation from a legal entity;
- enter information in accordance with paragraphs 1–7 of the candidate’s application for participation in the competitive selection in the Google form;
- send a package of documents in electronic form in one email to the email address: tetiana.shevtsova@mon.gov.ua (copy: olena.makarenko@mon.gov.ua).
After the deadline for accepting documents, within the next ten working days, the Commission will hold a meeting at which it will elect candidates.
The Commission’s decisions on the results of the competitive selection will be published on the official website of the Ministry of Education and Science of Ukraine within five working days after their approval by order of the Ministry of Education and Science of Ukraine, and will also be sent to candidates to the email addresses specified by them in the documents submitted to the competition.
Who can participate in the competitive selection?
Officials at the main place of work of higher education, a scientific institution, another legal entity, regardless of the form of ownership, having the corresponding scientific divisions, or a public scientific organization that has the status of a legal entity. A legal entity that applies to the Ministry of Education and Science with a proposal to include an official in the list of national contact points, and the candidate must meet the requirements defined in paragraphs 6.1. and 6.2 Procedures.
For selected national contact points, the Ministry of Education and Science will provide financial support for activities aimed at conducting information and communication campaigns, providing training and raising awareness of Ukrainian participants about international scientific and technical cooperation, in particular EU instruments for supporting research and innovation, in accordance with the provided budget.
