PURPOSE:
The development is designed to collect and consolidate data on water resources and water management facilities of a river basin or another region (country, oblast, district) based on a unified information model and create, on this basis, decision support systems (DSS) for integrated water resources management in the basin of this river/region.
DESCRIPTION:
The technology allows integrating and coordinating various data on water resources and water facilities as much as possible. A high level of interoperability and data processing automation is maintained, models, methods, algorithms and standard software have been developed at the level of the best world samples. Local workstations can be installed on any number of computers without purchasing additional keys, without violating the law (special GIS technology is used to create them). The web systems use free software. It is possible to import from most departmental systems of the industry and export to well-known data formats. The system requires MS Windows operating system and MS Excel program. The technology has already been tested with funding from UN projects (UNEP, UNDP), the European Commission, OSCE, GEF, SIDA, incl. EU countries and Ukraine. Certain DSSs have been implemented in the Republic of Moldova and in the regions of Ukraine. For each river basin and region, a certain adaptation of the DSS is carried out.
RECOMMENDED FIELD OF APPLICATION:
The creation and implementation of such systems are dictated by the EU Water Framework Directive, which must be implemented by all EU countries and countries that have signed an Association Agreement with the EU. Therefore, the technology can be used by any country.
