Damage assessment system in case of leakage of state secrets

Purpose. The “System for Analysis and Assessment of the Amount of Potential Damage to National Security of the State in the Sphere of Protecting State Secrets” has been developed, which is a software application for use by expert commissions and state secret experts (SCE) in the process of conducting an expert assessment of the procedure for classifying information as a state secret with the establishment of the degree of its secrecy by determining and justifying the amount of possible damage to Ukraine in the event of a leak of a state secret (SS). This system can be used in conducting a forensic examination to establish the amount of damage caused to the national security of Ukraine in the event of disclosure of SS or loss of material carriers of secret information (MCSCI).

Scope. The system for assessing damage in the event of a leak of a state secret can be used by the relevant expert commissions and state secret experts, special services (departments), government bodies, ministries, institutions, enterprises, organizations, etc., carrying out or planning activities related to state secrets.

Advantages. For the first time, a system for assessing damage in the event of a leak of state secrets has been proposed, which, using existing tools, models, methods and a developed synthesis methodology, makes it possible to determine the amount of damage (losses) caused to the state and other serious consequences for the national security of Ukraine in the event of disclosure of ZN or loss by the EMERCOM.

Description. The system assumes the existence of initial (input) data: the initiator of the examination (the subject of regime-secret activities (SRSA), DET, court, etc.); the number of the article of the ZVDT, in relation to which a violation with a certain qualification (disclosure or loss) occurred; a brief summary of the information constituting the ZN and the scope of its application; the object of information: number, description and component part of the object (SCO), “specific weight” in points; the totality of secret information providing the DT object, available and circulating in the SRSA; the date of classification by the EMERCOM or classification of information as ZN (decision of the DET); the date of informing the regime-secret body about the violation of the secrecy regime; volumes of financing of the ODT activities for the period of storage and actual safety of the ZN or the Ministry of Emergency Situations; information on the reliability, relevance and completeness of the information constituting the ZN. Based on the synthesis methodology, the system, having input data, calculates: the level of reduction in the use of the SHO; the coefficient of efficiency of the functioning of the ODT system; the quantitative value of economic damage (loss) and other serious consequences of national security to the state.
