The possibilities of remote monitoring of the marine environment under the conditions of climate change on a planetary scale, which make it necessary to properly respond to negative consequences in the regional aspect, are studied. Strategies for sustainable development of the Black Sea region are considered, characteristics of dangerous marine hydrometeorological phenomena leading to emergency situations and degradation of the marine environment are determined. Examples of the use of the Black Sea as a testing ground for testing methods for monitoring marine areas are given. Methods for constructing special mathematical models of the physical processes of the marine environment and remote monitoring technologies are determined, and the existing limitations of these models in the field of data processing and calibration are established. The principles of modeling, recognition and prevention of emergency situations are formulated using the constructed mathematical models, the boundaries and conditions for their application are investigated.
