The Cabinet of Ministers of Ukraine adopted the draft Decree of the President of Ukraine “On amendments to some Decrees of the President of Ukraine regarding annual grants from the President of Ukraine to young scientists and doctors of science.” The purpose of the Decree is to ensure the active participation of young scientists in scientific and scientific-technical activities.
Among the key changes:
- The government proposes to renew the provision of 77 annual grants from the President of Ukraine to support scientific research of young scientists and 20 annual grants from the President of Ukraine to carry out scientific research by doctors of science, introduced in 2003 and 2009 by the relevant Decrees of the President of Ukraine. Now it will be restored: starting from 2025 – competitive selections, and from 2026 – the provision of grants from the President of Ukraine for young scientists and grants from the President of Ukraine to doctors of sciences for conducting scientific research based on the results of such competitions.
- The National Research Foundation will ensure (and) the holding of competitions for scientific projects for grants according to the rules established by this foundation, and (its) their implementation under agreements concluded with this foundation. Previously, scientific project competitions were held by the State Foundation for Basic Research.
In addition, the changes made concern:
- Decree of the President of Ukraine of April 9, 2002 No. 315 “On additional measures to support young scientists”.
- Decree of the President of Ukraine of May 16, 2008 No. 444 “On additional measures to ensure the development of the scientific sphere”.
- Regulations on the procedure for providing grants from the President of Ukraine to support scientific research of young scientists, approved by Decree of the President of Ukraine dated December 24, 2002 No. 1210/2002.
- Regulations on annual grants from the President of Ukraine to doctors of sciences for scientific research, approved by Decree of the President of Ukraine dated June 17, 2009 No. 446/2009.
