DEVELOPMENT OF MARITIME LIMIT ZONES FOR PASSENGER SHIPS IN THE JURISDICTION OF UKRAINE AND THE DEVELOPMENT OF PROPOSALS FOR CHANGING ROUTES IN THE NORTH-WESTERN PART OF THE BLACK SEA, TAKING INTO ACCOUNT THE ACTIVITIES OF THE UKRAINIAN NAVY AND DIRECTIVE OF THE EUROPEAN PARLIAMENT 2009/45 / EU

The main factors that determine the conditions for safe navigation in the waters of Ukraine have been investigated, including the hydrometeorological conditions of the Black and Azov Seas, modes of navigation, maritime restrictive zones taking into account the jurisdiction of Ukraine, directives of the European Parliament and the Council of Europe 2009/45 / EC. The factors that significantly affect the safety of navigation in the waters of Ukraine have been determined. It is shown that the location of a large number of ports on a limited coastline has the greatest impact on the safety of navigation. Only in the north-western part of the Black Sea there are 11 ports, of which six are large, and it is generally accepted (according to various estimates) that there are 26 ports in Ukraine. Their presence determines the intensive traffic and the need for ships to follow the established routes and channels.
